 The underlying philosophy for the Industrial and Innovation Park Ulan Bator is ...

  • creating a common platform for companies in the Ulan Bator region, together with German companies, where they can work and develop in conjunction with each other
  • Via the settling of knowledge-carriers, synergy effects will be reached and qualified skilled workers will be drawn to and trained at the location.

  •  therefore an important part of the centre of excellence is the settlement of manufacturers and service companies in cooperation with regional institutions (technician training, universities and associations).
  • In this bond, the consideration of the entire life cycle of products, including maintenance and recycling, plus the continuation and development of the production lines will be focussed.
  • Since skilled workers are lacking, an appropriate training following on the German model is taken into consideration. For example, the construction of training courses in Engineering (Polytechnic) and special courses for skilled workers (professional training; technical school).
  • The project will also be a support for the creation of decentralized energy supply for the region. The provision of a separate, reasonably priced and constant energy supply from the region will serve as an important argument for the establishment of other industries in Mongolia, in the future.

  Scheduled services

For the establishment and development of the centre of excellence an operating company is to be founded. This operating company will provide the following services to the parties:



• Supporting the establishment of companies and institutions in the proposed sectors

• Building a joint  technical and logistical infrastructure

• Establishment of joint research and development activities

• Structuring a joint marketing approach and a joint press and public relations

• Establishment of a joint staff pool in cooperation with a local employment company

• Establishment of a joint education and training concept



Mongolia is seen as politically stable. Due to the rapid cultural change after democratisation, the country faces major challenges which were previously mastered very well. The tension between modern city life and traditional nomadic life in the steppe is kept in balance by the reflection on the great past of Genghis Khan and a positive patriotism. The chances for such a project are therefore known to be very good.
